Winter of Action: Safer streets for a festive Telford and Wrekin

Telford & Wrekin Council is stepping up its commitment to keeping town centres safe and welcoming this festive season through its Winter of Action campaign.

Published on: 5 December 2025

Backed by the Home Office, the initiative will deliver a zero-tolerance approach to nuisance drinking, anti-social behaviour, and disorder, while also providing compassionate support for those who need it most.

The winter months bring increased retail activity, seasonal events, and busy night-time economies. Winter of Action addresses these challenges head-on through targeted enforcement, environmental improvements, and community engagement through to January.

From anti-spiking exercises in bars to alcohol test purchases and increased high-visibility Police patrols, Council teams will be working in close partnership with West Mercia Police and a host of agencies across the Borough.

What’s happening?

  • Increased police presence: High-visibility officers in town centres and transport hubs to deter crime and antisocial behaviour.
  • Safety in Night-Time Venues: Anti-spiking measures, alcohol test purchases, and support for safe exit routes.
  • Environmental Improvements: Lighting maintenance for safe spaces, rapid response to graffiti and fly-tipping.
  • Tackling Retail Crime & ASB: Partnership working that includes licensing checks, issuing of notices and fines.

Under the measures, officers will have clear powers to act, including dispersal notices and exclusion from town centres for offenders. These actions aim to protect residents, businesses, and visitors during the busy winter months.

At the same time, the Council recognises that some individuals require help and support and the Council’s homelessness team, will be engaging with individuals sleeping rough and offering tailored support and pathways to sustainable housing and long-term recovery.

These initiatives not only support vulnerable individuals but also contribute to creating safer, streets by reducing opportunities for crime and anti-social behaviour. Councillor Lee Carter,  Leader of Telford & Wrekin Council, said: “Our priority is to make sure everyone feels safe and supported in Telford & Wrekin. This campaign is about taking firm action against anti-social behaviour while ensuring vulnerable people receive the care they need.”

Chief Inspector Matt Sanders added: “As we head into the festive season West Mercia Police has prepared in advance for the increase in footfall across Telford, working alongside partners to ensure public safety.

“Our increased presence in busy areas will not reduce policing elsewhere and we will continue to serve communities around the clock, every day of the year.

“Make the most of the festivities with loved ones and remember that we all have a part to play in keeping each other safe. Stay aware, support one another, and report anything that feels out of place.”

Residents and visitors are encouraged to stay vigilant, report concerns promptly and support the campaign to create a safe and enjoyable festive experience.

This campaign forms part of the Council’s year-round enforcement activity under Telford & Wrekin Watch. For details of where to report issues, see the details below.
